Planning, Economic and Development
The Department was officially established in July 1985 as a
department for Projects and Community Development.
This followed the resolution of the General Assembly
convened in 1985 towards the Diocese’s efforts for
self-sustainability. The motive behind the establishment
of the Department was to foster economic initiatives of
the diocese, her congregants, institutions and programs.
Following the 2000 diocesan structural adjustment, the Department changed
its name and adopted the name of Planning and Development in
order to curb the fast growing and increasing of church
activities. The growing and increase of church activities
necessitated the adaptation of a Long-term planning as a
paradigm shift from a tradition short- term planning which
was the main mode of planning for that particular time.
In 2019 the Department name was changed to Planning, Economy and Development.
Current status
Currently, the Department strives hard to realize its vision, mission and goals as follows:

The Department is committed to offer excellent developmental consultancy
services through competent and committed personnel, capacity building, planning and development initiatives
Goals
- To co-ordinate secular education activities in 14 Pre schools, 3 Primary Schools, 4 Secondary Schools and 5 Colleges that are owned and run by the dioces
- To co-ordinate health services in 2 Hospitals, 2 Health Centres, 11 Dispensaries and an Institute for health Sciences
- To co-ordinate diaconic services at the Centre for Street Childre, orphanage, Deaf and Deaf-blind school, a home for mentally challenged people and the marginalized families and individuals through congregations.
- To co-ordinate youth activities in schools, colleges and society at large.
- Building capacity in economic initiatives of the congregants, institutions, programs and the diocese for self-sustainability
- Promoting projects planning and management among diocesan members
- Supporting the diocese and her institutions with both short and long- term planning- Strategic Plans
- Supervising institutions under the Department; ELCT Garage, Igabiro Institute of Agriculture, Church Bookshop, ELCT Bukoba Hotel and ELCT Investment House
Building Section
This started as the Building department, constituted by three sections
- Electrical section: Installation and repair.
- Water section: Plumbing and sanitation.
- Building section: Designing and construction supervision.
In 2019 It was changed to a section the new Department.
